00241616 Trinity Health Directs and administers the centrally
managed portions of Payroll Operations for all Trinity Health
entities on the common HR/Payroll platform. Provides consultative
and collaborative leadership support to RHM finance, payroll and HR
teams and partners to set the strategic direction for Payroll
services . Provides direct oversight of the payroll process and
payroll vendor services in an efficient and effective manner to
ensure colleagues throughout Trinity Health are paid timely,
Trinity Health entities pay tax and payroll liabilities on time and
remain compliant with payroll reporting requirements. Sets policy
and ensures adequate controls exist to safeguard the corporation's
assets to prevent unauthorized payments and overpayments, fraud and
abuse.-- ESSENTIAL FUNCTIONS Knows, understands, incorporates and
demonstrates the mission, vision and values of Trinity Health in
leadership behaviors, practices and decisions. Directs and leads
the centrally managed payroll processes which include payroll
banking/ACH settlement, manual/off-cycle check processes, tax
payments, and garnishments/levies for all entities on the common
HR/Payroll platform. Manages the service vendor relationships.
Ensures regulatory compliance and timely payment of payroll
liabilities to avoid penalties. Appropriately escalates issues to
supervisor, legal or tax as necessary. Establishes payroll
processes and procedures and provides operational direction to
ensure colleagues are paid timely. Defines roles and
responsibilities for those directly reporting to the role, as well
as partners with local finance/payroll teams to clearly define what
tasks are performed centrally versus those performed locally.
Establishes cut off times and produces annual calendars to ensure
payroll is calculated and settled timely for all. Provides
coordination and administers assignments to a team of 8 - 12
colleagues, ensuring optimal processing of payrolls, and smooth
workflow. Maintains colleague work schedules and approves PTO
requests. Prepares and delivers annual performance evaluations and
actively develops team. Works with the Director of HR Technology to
select and implement appropriate technology applications to enable
system-wide service delivery. Sets strategic direction for payroll
services, and collaborates with leadership to develop and execute
initiatives that will result in improved process efficiencies.
Reviews internal and external data and best practices, and conducts
customer satisfaction surveys to ensure continuous improvement in
quality and service delivery. Partners with HR and IT to bring new
entities on to the common HR/Payroll platform and on to the
centrally managed services. Ensures proper training, training
materials, payroll scripts and job aids are available to local
payroll teams. Ensures proper internal controls and segregation of
duties, as well as ensuring policies and procedures are in place
for all payroll inputs and manual and off-cycle checks. Partners
with Internal Audit to set appropriate controls and responds timely
to all audit requests. Builds professional relationships and
establishes on-going communication with RHMs, Shared Services,
vendors, and other departments within System Office. Communicates
effectively with CFOs and Controllers, and presents to broad
audiences. Responsible and accountable for the annual departmental
budget. Maintains a working knowledge of applicable Federal, State,
and local laws and regulations, Trinity Health's Integrity and
Compliance Program and Code of Conduct, as well as other policies
and procedures in order to ensure adherence in a manner that
reflects honest, ethical, and professional behavior. MINIMUM
QUALIFICATIONS Broad-based knowledge of payroll and payroll
processes, payroll tax and state reciprocity rules, garnishments,
payroll related regulatory compliance including the Fair Labor
Standards Act (FLSA), internal controls for the payroll cycle and
generally accepted accounting principles and theory, and the
ability to develop and to interpret financial and key indicator
reports, which is normally obtained through a Bachelor's degree in
accounting, business administration, finance or a related field,
and minimum of ten (10) years of progressively responsible payroll
experience in a multi-entity and multi-state organization or an
equivalent combination of education and related work experience.--
Experience in a multi-hospital system in payroll is preferred. Must
possess excellent leadership skills and is comfortable leading in a
team environment and communicating with all levels of the
organization . Strong analytical and quantitative skills. Ability
to develop appropriate methodologies for collecting, analyzing, and
evaluating data. Strong personal computer skills, particularly
Excel.-- Ability to work independently with minimal supervision and
have flexibility to reprioritize in an ever-changing healthcare
environment. Ability to provide supervision and mentoring to staff.
Must be able to operate effectively in a collaborative, shared
leadership, matrix environment. Strong written and verbal
communication and listening skills. Ability to articulate payroll
strategies to various leadership audiences. Ability to work
effectively with a variety of disciplines including local finance
and payroll teams, senior management teams and vendors. Must
possess a personal presence that is characterized by a sense of
honesty, integrity, and a caring with the ability to inspire and
motivate others to promote the philosophy, mission, vision, goals
and values of Trinity Health.-- PHYSICAL AND MENTAL REQUIREMENTS
AND WORKING CONDITIONS Must be able to adapt to frequently changing
work priorities, and be able to prioritize and balance the
requirements of working with the System Office and Regional Health
Ministries (RHMs). This position operates in a typical office
environment. The area is well-lit, temperature-controlled and free
from hazards. Incumbent communicates frequently, in person and over
the telephone, with people in a number of different locations on
payroll issues. The environment in which the incumbent will work
requires the ability to concentrate, meet deadlines, work on
several projects at the same period and adapt to interruptions.
Must possess the ability to comply with Trinity Health policies and
procedures. Must be able to adapt to frequently changing work
priorities. Must be able to travel to various Trinity Health sites
(20%) or as needed to support various strategies or operational
